Subject Identified in Waterloo Officer-Involved Shooting

BLACK HAWK COUNTY, Iowa - The Iowa Division of Criminal Investigation (DCI) has identified Deandrew Naqawn Spates, 22, as the subject involved in the officer-involved shooting that occurred on Wednesday, September 16, 2026, in Waterloo, Iowa.
On September 22, 2026, Spates was released from the hospital and taken into custody by officers with the University of Iowa Police Department on warrants obtained by the Waterloo Police Department.
The Waterloo Police Department charged Spates with one count of Dominion/Control of Firearm/Offensive Weapon by Felon (Class D Felony) and one count of Interference with Official Acts – Dangerous Weapon (Class D Felony). Spates is in custody at the Black Hawk County Jail.
At the request of the Waterloo Police Department, the Iowa Division of Criminal Investigation (DCI) is conducting the investigation into the officer-involved shooting. Once the investigation is completed, the findings will be forwarded to the Black Hawk County Attorney’s Office for review.
A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
